Hello.If you really feel that your aptitude and interest lies in designing,browse the National Institute of Design, Ahmedabad website and see if their M.Des in product design or furniture design etc. programs would connect to your needs. You can then prepare accordingly for similar programs.
As already suggested ,you can go for Interior designing course along with or after B.Tech.

Delhi University, Amity University etc. and other central and state government universities like IIT Delhi, and NITs are best for CSE in Delhi.
Amrita University, Manipal University, GITAM, are one of the best university in Bengaluru, and IITs, NITs in Bengaluru and few other government universities are good for CSE.

It seems to be impossible as VIT, Vellore's last year closing rank for CSE was 7000 and students who had a rank above this are not getting CSE in Vellore campus, so you must try in any other college.
