Yes, anyone can opt for this branch but the imp things is that you are interested or not as talent matters a lot. Just think whether you love programming and coding. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. Until 2015, it was possible to take direct admission in most of the private engineering colleges in India without appearing for any entrance examination. To get admission in IIT for computer science and engineering course, your AIR should be at least 2500 so that you may get a good IIT.
Since IIT-Bombay is considered to be the best IIT for computer science and engineering, your AIR should be below 500.

It is not possible to get a NIT seat over this rank. You should try for IIITs and GFTIs.

It is better to know what the subjects you are interested in are. If you are good with static electricity in your +2 and really interested in then you will find electrical interesting else you will find it really hard. If you want to go to computer Science I feel passion to learn new things is enough. Both are great fields it is better to know what your interests and where you will fit better and get in. But, remember this will be the most important step of your life as you should totally bound to your selection.

You can't get computer Science engineering in any branches. You should go for information technology in Amrita University. You will get it easily. Your preference should be CSE, IT, ECE, EE, Civil, mechanical, etc.

You have decent scores but to get admission for CSE at Madras Institute of technology, you need to have more scores like around 95 percent in your board exams due to heavy competition. And I don't think MIT accepts JEE main scores. The admission is based on a counseling process where students will be called based on their marks. You may try your luck at the admission time.
