Seeing the number of seats, you'll not get CSE for top 7-8 NITs, but there is one thing you'll be missing out on and that is, if you are interested in CS from job perspective, there are two options from which you can get a good college and still remember one thing, college matters a lot more than branch, the alternative you have to get a better college with the same.
1. Try to get into electrical or electronic courses, all good NITs will offer you the same and you will have atleast 4-6 subjects from CSE.
2 Go for a 5 year (B.Tech+M.Tech) programme, the cutoffs are lower.

The subjects of CSE and EEE will not be same at everywhere. Maybe colleges will put same subjects at 1st year and that too decided on college to college.

Getting CSE seat is difficult with your score. You can have chances of getting CS related branches with 80% chances or you can get ECE branch for sure. You can try upto 3rd round of counseling. If you want a CSE seat only then you can study hard by joining any branch in sastra and get your CGPA of 9 in your 1st year as syllabus is same for all. You can get your CSE in sastra.

It depends on where are you comfortable. If you belong to south, you can choose either of the cities. But, if you belong to north, I recommend you to choose Bangalore because of food, culture, climate, etc. Lot of good engineering college are there in both places.
