Its better to go for PCM along with Computer Science, as PCM is also important if you look for graduation in engineering after 12th. If you go for diploma than you will be very limited to computer Science course. In my view, PCMCS is better option.

More than the place, check the specialisation offered by universities and then start your application. Many of the universities offer scholarships/fellowships, so you may check that too.

Go through the field in which you are interested and reject all the opinion of others. If people work properly then companies won't remove them.

The branches you mentioned are quite different. Both colleges are good and in terms of fees they are more or less same. If you are interested in Coding opt for CSE and if in earth sciences and mechanical section opt for petroleum.
I don't know about placement scenario of RVC but placement track of UPES is very good.

You are not eligible for seeking admission in B.Tech CSE or IT as you do not have Maths as subject in 12th board. If you want to become an engineer, then you are advised to appear for Maths as an external candidate to meet engineering eligibility criteria.
You are eligible to do BCA- MCA to become an IT professional.

computer scirnce is the best choice but dtu is a branded college and mc branch in dtu is really good choice so i think u have to decide

Yes, of course, Chandigarh university come under top universities in terms of placements, especially, for Computer Science and Engineering. Every year many top companies visit its campus. I would suggest you to choose CU or LPU.
