For CSE in VIT VELLORE you need a rank below than 5000 to get CSE in category 1, you may get CSE with more than 5000 rank but in category 2, 3, 4, 5 in which you need to pay higher.

There is no difference between BE and B.Tech as such. It is just a matter of nomenclature as universities offering courses other than engineering also name it as BE and universities offering only technical courses name it as B.Tech. So, you can proceed with any of this.

Firstly, you have to appear for JEE Mains exam which is of 360 marks with 90 questions. If you clear that exam then you will be successfully eligible for JEE Advanced. JEE Advanced is one of the toughest exams.

Have you decided which country you want to apply for? From affordable point of view Germany, Ireland, Canada, Australia, Hong Kong and Singapore are good options. You need to check university websites for fee and other information, but they all are quite affordable. Scholarships are given on merit basis, your overall profile, grades etc. You must be academically strong enough for scholarship consideration.
