Both the courses are good choice, but now the industries are demanding more for B.Com honors, because you can get specialisation in specific subject, but in B.Com professional there is no specialisation in specific subject.

It depends on the University and its guidelines. Also, how many subjects you have failed in 1st year? Some universities do give admission into 2nd year if you failed not more than X no. Of subjects in first year, which you need to re-attempt along with the 2nd year exams. Best suggestion would be to contact the university admissions department.

The latest cut off for M. Com has been released on the official website of the central university at Rajasthan (CURAJ) still I am quoting all cut-off lists here General: 119, SC: 68, ST: 49, OBC: 111, EWS: 71, you can also look here and confirm from the official site.
