If you have cleared JEE Mains, then you can go for NIT KUK or YMCA Faridabad. These are the best colleges in Haryana for B.tech. Else you can go for private colleges, in case you have attempted JEE mains!

I wouldn't say it is the best, but still you can prefer it. For computer science stream you should aim for either US or Canada. Even UK is good. You can prefer either Australia or New Zealand as the last option.

Your GRE Score is good, but IELTS score is not up to the mark. In the USA TOEFL exam is preferred over IELTS. You need to appear for IELTS exam to get admission in Canadian universities. In Canada, minimum 7.0 IELTS score is required. Otherwise, you don't get admission in Canadia universities. Appear for IELTS once again.

It depends on the type of course you are applying for and what are your future plans. Currently, both the countries are having equal opportunities for PR and work visa. Just research a bit about the specific course you are looking for and decide.

If you are interested in computer science engineering than you should focus on the languages being widely accepted these days like java, python and R. If you are a starter than focus on C, C+ only. Also you are going to learn these in your curriculum which you can check out with the college. Also to suggest choose a best college as there are a lot of colleges these days. Some suggestions -

EEE is Electrical and Electronics Engineering where in you study the theory and applicability of electrical systems in different environments, study of power systems and a basic knowledge of electronics subjects. Whereas, CSE is Computer Science Engineering wherein you study about the computer programming languages, software, new technologies, etc. CSE involves more of logical skills but if you have a great memory and love chemistry, go for EEE. Maths in EEE is more advanced than CSE.

You have only one option to become software engineer, i.e. 3 years BCA degree. The general eligibility criteria to be eligible for applying for BCA course is 10+2 from a recognized board of education or equivalent, with minimum 50% marks in total and also having mathematics as subject in the qualifying examination. Some colleges such as IGNOU, Symbiosis University, etc. allow non maths students to seek admission in BCA. You choice for colleges will be limited because of your Arts background.

You should go for IIIT Bangalore, and wait till the Advance score (not rank) is out for applying to IIST and IISER.
You can get NIT- Trichy, Warangal, Calicut and Allahabad and others but the institutions I have mentioned are the best for CS as they are research-oriented institutions and have much higher package offering.

I appreciate your interest in pursuing computer science engineering / civil engineering. There are a number of good colleges, which depend on entrance examinations other than JEE Mains for admission. Private colleges in a state take admissions based on the results of the entrance examination conducted by the particular state like WBJEE (West Bengal), OJEE (Odisha), COMEDK (Karnataka), etc.

At rank 40000, you will get some good colleges but you will have to compromise with the branches as you will get lower branches, but if you don't want to compromise and want to get upper branches or core branches then you will have to go for some lower colleges
