According to me Chandigarh university is good institute for CSE. There are professional and technical groups which are an integral part of the college. The campus is okay. After PEC University and Thapar university thos one is good.

CSE is a better option than civil, it depends on the business and companies present in North East region. I guess Kolkata is the place where you will find many IT companies. As North East is mainly known for Tea plantation industry, but other sectors are also growing.
As India is moving towards digitization and aggressive policies of current government like Skill India and Digital India, in my view CSE is the branch you should look for.
NIT Surathkal, Gandhinagar, Kurukshetra are the best. You can also go for VJTI Mumbai, Sardar Patel Mumbai, BITS Pilani, ISM Dhanbad as they offer best placements into MNCs and conglomerates.
If you belong to general category then 400-500 is ideal.
Knowledge of a foreign language is always good. Think about the international exposure you will get plus the research opportunities. Post study work permits are available, you can gain some work experience too before returning back to India. Secondly, not every program is taught in the German language except in the public universities. You can choose to study in both the languages or only in english language.

The higher the percentile you have the better. Different universities have different criteria and universities generally do not list out specific cut-offs . Admissions are profile specific and also depends on how selective the university is and you wouldn't know the kind of applicants you will be competing with. US universities typically looks for all-rounders, hence in addition to excelling in your studies you must also work on developing your extracurricular activities , research work, internship and so on. You must also take your GRE and the TOEFL to be considered for admissions.

Diploma admissions are based on marks of 10th. It's a 3 year course designed to impart skills. People compare it with engineering which is a 4 year course after 12th. But let me assure you the except in govt jobs, how you perform matters most and not your qualifications. So in private sector there is great career for diploma but in govt job no.

If you have a good logical grip in language then go for some professional language course which is not in your academic and also emerging like android, IOS. Also cloud technology is one of the best for jobs.
Another is IOT in which you are able to learn basics in just 2 weeks and also beneficial if you want career a in embedded line.
If you are not good in programming then go for a short duration certificate course in testing.

It's a decent college with an average package. Until you are in CSE, IT or ECE there might be less chances for you to get placed in any of the companies. So, choose wisely.
