CS is a core subject as IT is not, so its always better to go for CS, though both have similar placements and similar payscale. But to study any one of it, its important to get a good college, mostly top 5 in the city or higher

It depends on two things first it depends on your living state as the cutoff of IPU is divided into 2 parts Delhite students and non Delhite. Usually the Delhite students get higher preference as there is a 85% quota for Delhi students reserved in IPU. Secondly it depends on the category you belongs to if you are a general category student then its very difficult to get in IPU. But I will suggest you to attend the spot counseling as there is a huge chance of selection through spot counseling.

B.Tech CSE will always have scope, because by every passing day, humans are becoming more dependent on technology in some or the other way and almost every technology require softwares to run them. There might be some ups and downs, but B.Tech CSE will always have scope.

First thing you are from a commerce background so you cannot pursue computer Science as a main course. You can study finance, business, accounts, etc. These areas have good scope everywhere. Know your own interests first. Your grades are very good, you should try to apply.
Education loans and scholarships are available. However, see that it’s a good university abroad. Take help of some consultancy to guide or help you out. If current situation is difficult you can plan to study your Masters abroad.

Your rank should be lie between 4000 to 10000. I am saying 10000 rank because if you do not get it during end of 3rd college then you should go through decentralised counseling of TECHNO INDIA. In decentralised counseling there is few chances to get such branches if seat vacant. So keep updated yourself regarding the dates of decentralised counseling of TECHNO INDIA.
