Sinhgad College of Engineering is a good college to pursue your degree. It has an impressive placement record as well as good overall rankings. You can proceed with the admission in the college. However there are even better options available which you can go for. If you are eligible for Sinhgad you can apply for some other better colleges if you want and may also avail scholarships. Giving you a few suggestions -

You can ge colleges of ipu University, some state and private colleges but government college is gonna be difficult and it also could be in a lower branch.

You can't compare as both are different fields and both have good scope as well. Testing is required in almost every company. Database is core part of any big application. I would suggest you to take more efforts in database as you can move to testing later on also but it is not possible that if you opt testing now and want to make career in database after some time.

Delhi Technological University (DTU) is one of the top engineering colleges and has a 36th ranking in the NIRF Engineering category.
With a JEE Main 6700 rank in the SC category, there is a slight possibility that you would get a seat in the Computer Engineering branch of the DTU. The all-India JEE main rank cutoff for the SC category at DTU in 2021 was 97680.

CSE at Vellore is not possible. In other branches such as Chennai, Bhopal and Amravati, you may get CSE. Since, this is a good rank, you can get the other courses.
But the admission depends on the no. of candidates and the seats. Those who have been called for counselling are not sure to get the admission.
You will be called for Phase 2 counselling. So, you will have to pay a little more fees than those who scored above you.
