<p>Yes, you can. Many private colleges offer Computer Science to candidates who are from the PCB stream. However, if such candidates wish to enroll on a Computer Science course in a government college, admission can be tough. The candidates are advised to go through the admission requirements of their desired colleges before applying for Computer Science admission. Also engineering courses could be off limits for students who did not have maths in class 12th.</p>

Yes, they are same. As they both have the same prefix B.Tech, they belong to engineering stream. In the brochure of some colleges, they specify it as computer science engineering and in some other, they will just put computer science. If the prefix B.Tech is there, then it is an engineering course only.
