Yes, you can change your college after completing your first year but there are chances where you should again repeat your first year in your new college and it depends on the college you are moving to. And since you are changing from one deemed University to autonomous college, obtaining a migration Certificate would be sometimes a bit critical based on the institutions norms and procedures some authorities may charge the amount for certificates, documents, etc.

But cleanliness is not maintained properly in government colleges. That's the only difference between them.
