It is going to be very challenging with your CGPA. You can check with the colleges directly, email them, get in touch with their representatives and see. Based on your IELTS you can apply under SDS, but for general category you will need a better score.

Through NIOS, if you would get top engineering colleges then your engineering degree will help you to get good opportunities and companies. One of my friends had scored 98 percentile at our time of JEE. He was from an open category and he had got an admission in VIT, Pune. So even if there is a gap of few years, cut offs never change drastically. Depending upon category, cut off might reduce. If you are under reservation, just make sure that you have a caste certificate and a caste validity certificate along with as well.
So, don't worry! Even if you don't get Computer branch in the first round, then wait for the second one. You'll get it if you have a good enough score.
