You can become an IAS officer. You have to give UPSC. You can start preparing for UPSC right now.
But I will suggest you to focus on your engineering degree. Complete it with good grades. But you can surely start reading newspapers (English, Hindi, etc.) for current affairs and some GK book like Manorama Year Book, but don't lose focus from your degree. You can take 1-2 years for the preparation. You can also join some academy or classes for your UPSC preparation or opt for self-study. I am not in the same field. But after getting your queries, I have done some research, but unfortunately, I am not getting the cut-off of previous years from none of the pages.
So, my suggestion is to call the admin of the college and ask them your queries. I think they will guide you what to do & if you are not also eligible then they will also tell you.

Hi Rina, Just check up if the forms of the Utkal are out. If yes, then fill up with yours 10th and 12th marks and the course which you want to study I. e. BBA and then apply for it. And, if possible, then check if forms are available online or not.

It is the point that the difficulty of the exam doesn't depend on the shift and the date it is being conducted .
Actually most of the JEE papers are said to be tough at the ending days of the exam than those that are at the starting days of the exam.
