It is highly recommended that you pursue your Bachelor's degree from a regular college and not via distance learning as BCA is a course which requires practical knowledge.
Distance and Regular are two different types of course selection. Regular is on daily basis you attend classes. Distance is you sit at home and study and write exams in the place alloted. So converting distance into regular is not a easy option.

Ideally, it should be recognised but you must check with the universities directly. Degrees approved by UGC-DEC are accepted globally but every university has its own admission requirement. Some universities will allow you to apply while some may require a qualification assessment of your degree to check its Canadian equivalency. You may email the universities and they will guide you as per their norms. Nothing to worry here.

Please request your friend to email the universities as some accept distance education degrees while some do not. Secondly, he must take TOEFL or IELTS and his grades will also be checked.
Since you have completed 12th, presuming you have good marks, you will be eligible for a regular BCA. But being a 3 year recognised polytechnic diploma holder, you may opt for lateral entry admissions to a B Tech programme. You will have to clear state level lateral entry eligibility tests. Lateral entry admission is also offered to diploma holders for their BCA programmes in many universities and institutes such as IIIT.

Shubham, for a government job, you need to crack a test irrespective of the mode of degree. LPU offers approved courses through distance mode that can enable with the objectives of a particular course.
In case you are not working somewhere better would be to opt for regular MCA, so that you can get better benefits like placements, scholarships etc.
