Yes, definitely, you can provided that you have scored a good percentage in the 1st year. Sometimes, it also depends on the college whether they allow or not, but in general, most of the colleges have this provision. Therefore the syllabus of all the branches in the 1st year of B.Tech is same, this is done so that the student can change his/her branch in the 2nd year.

If you are unable to crack admission Entrance exam to seek admission in IITs, NITs, IIITs, BITS Pilani, BIT Mesra, VIT University, Manipal unity state colleges like prestigious Engineering Colleges then you can consider Amarpali Group of Institutes as a last option to do BTech CSE.
I would refer you Haldia for mechanical because it has industrial exposure for core engineering departments whereas Techno does not provide such facilities.
