Hi dear,
If you got 75% or above percentage in 12th, then you can easily get admission in CGC, because there is no cut-off on the basis of JEE Mains in CGC.

You don't get to do B.Tech through distance education.
B.Tech or BE are the courses that do not fall under the category of courses that can be studied through distance.
You can take lateral admission and go for colleges that offer lateral entry admissions.
There are also certain exams that are conducted for students who want to get admission in BE or B.Tech through lateral entry.
Every other college has its own admission procedure and exams, go and search for which college you want to get in and what exam it conducts.
Not every college offers B.Tech.
Only universities, NITs and IITs offer B.Tech.

The bare minimum IPE markers cannot be used to merely express one number. However, 980+ is a sure thing. You are safe and have a chance of admission to SASTRA University if your percentile is higher than 95 percentile. The foundational disciplines, like CSE, ECE, and mech, are what you desire. Without a doubt, the percentile should range from 95 to 98. Then and only then do you stand a chance of getting a respectable branch. If your percentile is high let's say, over the 95th percentile you don't need any IPE markings at all. Numerous times, applicants with 930 IPE marks and high JEE Mains scores have been offered seats.

Yes, one can opt for branch change in second year based on his/her score in first year but in the same college only. First year is common for all branches, transfer to another branch is not a problem. You can change the branch in any college but also check the college norms.

Well, that solely depends on your interest, both are top branches of engineering, however, in the past few years demand of CSE graduates had increased drastically creating more job opportunities, so if you are doing engineering for better job opportunities and wider exposure then CSE might be the best find for you.
