No, you can't as there is only quota for the state toppers and for the board toppers but not on the percentage basis but yes you can get admission without giving entrance test through management quota.

We expect your rank to be between 130000 and 150000. You should try for other exams too, like BITSAT and VIT Vellore. You cannot get a seat in NITs as per our calculations. So, if your rank is in criteria therefore you can get CSE in PICT PUNE. All the best.

I will suggest you to clear your backlogs. Do not take it as a year waste. Rather use it in preparing for entrance- examinations for your degree course. This will enable you to get admission in some good college. Do finish your Diploma first.

In India, the best IIT for computer science engineering is IIT, Bombay. If you have got AIR under 100 in JEE Advanced, then you will get this IIT. Other is IIT Delhi, Kanpur, Madras, etc.

Get into one of the NIT's or IIIT's and your life will be successfully with that, along with your hardwork of course.
Moreover, best coding colleges are NIT trichy, Warangal, Surathkal, Rourkela, NIT Jamshedpur, IIIT - D, (IIIT-A and IIIT-H are highly recommended ). and The supremes are IIT's if you can get into ( fingers crossed ) .
