Thapar University once had a great reputation but not now. So, if you want to choose one of these options only, then go for the abroad option. Else you can try for your home state NIT or some low rank NIT's. Also there are some regional engineering colleges where you could get a seat.

As per your 4k rank you will get G. B. Pant College, it is a government college with good placement records. However, you may get an upper top college like Maharaja Agrasen or Surajmal.
Getting admitted to newly formed institution is of great risk, I don't know whether they will be good or not.
But, CSE of IIEST, Shibpur is a great department, be its students selected in Google Summer of Code or Linux foundation or be it Microsoft and Google placement offers. But placements are not all about the CODEIIEST society. It is also good which collaborates with Robotics Society -"ROBODARSHAN" or seminars.
It will surely develop and upgrade facilities in the upcoming years.
IIT Dhanbad carries a legacy of highly qualified faculty and excellent placement records in CSE department, the only drawback is location.so your choice depends on your preference.

Well, HBTI is taking admission via JEE Mains from this year, so we cannot predict the exact cut-off, but since it is a reputed college then the cut-off must be high, so any score more than 140 in JEE Mains is considered safe for the admission.
You must go for IIEST Shibpur CS, as it is one of the best in this country with great placement offers. Recently, Microsoft recruited some with INR 40 LPA. Without any doubt, I can assure you to join IIEST to have a great future ahead.

Eligibility for Diploma in Computer Science Engineering: A candidate seeking admission in Diploma in Engineering should have passed 10th or High School Examination or it's equivalent of an approved Board.
B.Tech Computer Science is engineering undergraduate course in computer sciences. Students who have passed their 10+2 examination with Physics, Chemistry, and Mathematics are eligible to pursue this course. And, if you want to pursue CS from government or well reputed colleges, then you have to crack entrance exams such JEE main JEE advance AKTU etc.
Firstly understand the difference between internship and training. In internship, the company provides you work like a employment. You do the task in given time period. In training, the company teaches you some courses. You will be choosing from the list of courses provided by the company.
