Let me try to explain. TN gives admissions only to those who are domicile of TN. Hence if you are qualifying then only you can get admission under normal course. Of course, for outsiders, there is management quota.

GATE is an exam for getting admission for post graduate program in government colleges like IIT, IIIT, NIT and other government funded colleges. VIT Vellore is difficult. However chances can be made for VIT Chennai under categories 4 or 5.

Go for VIT CS. Life at VIT is quite easy with respect to PICTs. Almost all the companies visit both the campuses, but being from Electronics background you won't be finding many core companies visiting both the campuses. So choose CS.
