Hello Bipin,
Let me try to explain. TN gives admissions only to those who are domicile of TN. Hence if you are qualifying then only you can get admission under normal course. Of course, for outsiders, there is management quota.
For getting admission in a college in Maharashtra, you need to pass MHCET.

C Language, 1st Year. C+ Lang (OOPs), Database Management Structure 2nd Year
Advance Java 3rd Year
Scripting Languages:
A subject named Web Technologies. Consisting HTML, CSS, JavaScript etc.

For IIT u will have to give JEE Advance and on the basis of JEE main u can get NIT and other gov or private college.

GATE is an exam for getting admission for post graduate program in government colleges like IIT, IIIT, NIT and other government funded colleges. After cracking this exam with good rank and marks, you can get jobs in big government organization like ISRO DRDO ONGC. Many organization consider this exam ranks for jobs. These government organizations are called PSU, which stands for Public Service Unit.

Both the colleges are good but BIT is very much ahead in terms of AIR and placements you can think of all good companies coming to BIT Mesra starting from Google to CTS. The college is very old and has very good reputation.

As per the rankings, PEC is the best option. PEC has placed a total of 314 students in 2019 with an average CTC of INR 4 LPA. While the highest CTC is INR 10 LPA. The major difference between both colleges is NIRF ranking of PEC. PEC has secured 76th rank in engineering category by NIRF India 2019.

Go for VIT CS. Life at VIT is quite easy with respect to PICTs. Almost all the companies visit both the campuses, but being from Electronics background you won't be finding many core companies visiting both the campuses. So choose CS. In India engineering becomes easy if you are from CS background.

Scoring good marks will get you a good college/stream through KEE but it will not impact your fee structure, fee structure is only impacted by your category (general, ST, SC, OBC, etc.

There is no home state quota for DAIICT. The seats in DAIICT are allocated as follows for the B.Tech course:
Out of the 300 seats, 150 seats are allocated through the state counselling process called ACPC and rest through All India Quota and NRI quota (~ 5%) for which a rank list is prepared based on the JEE Mains rank list which according to past trends lies around 15000.
