You can definitely go for it. However, as of now, it is advisable to first focus on your class 12th. Try to improve your scorecard. Your good marks will always keep you ahead of others. After class 12th, you can surely go for CPT. I hope this would suffice.

For CA, you have to clear 3 levels.
1. Common Proficiency Test needs to be qualified.
2. Integrated Professional Competence Course needs to be qualified.
3. Three years article ship or training has to be undergone under a Practicing Chartered accountant CA Final exams need to appear for.
These steps need to be followed after 12th but if you are graduate then there is no need to appear in CPT (1 level). Salary packages are very attractive. In the beginning, you can work under some CA or can join any company. After gaining experience you can also start your own practice.

You can go for IPCC on your +2 basis and continue CA, I recommend you take your degree and directly register for articles and then register for IPCC, because you will have time to prepare during your degree, and it would be easier to crack it. And, you have to give your IPCC exams during Articleship.
CMA means cost and management accounting. If you pursue it in India, it is recognised as CMA but if you pursue it from London, it is recognised as CIMA. CIMA gives you global recognition as certified in management accountant. The next difference is the syllabus. You can get all the details such as syllabus and its procedure from its website of ICMAI/CIMA, London. In India, some training institutes such as IMS pro school also offers CIMA.

CS is a nation wide course and anyone registered with the Institute if company secretaries of India can pursue the course.
It's not a course depending on city or your location or anything like that.
The only thing I believe can bother you once you start studying is the coaching facility available at the place where you are, that is if you decide to take coaching classes for the same.
Else your location, be it anywhere is irrelevant.
