I think B.Sc IT students can get admission for computer science, but the only key note is CS. It is much more technical than IT. If you want to go for MSc , go for MCA, MS abroad, MBA IT, M.Sc IT.

It will depend on your profile, budget and the country. it is a good practice to complete your B.Sc here with very good grades and then enroll into a MS program abroad. There is a little difference immediately but in the long term you will require more certifications or qualifications for career growth if you choose PG Diploma. Also, these courses have different career outcomes so comparing MS and PG Diploma makes little sense. A MS is more into research and academics career. PG Diploma is a professional program so naturally you have to keep on enhancing your profile.
