Yes, you can do MS from any country. Just keep in mind. You should have a great score in foreign entrance exam like ex (GRE) and should have good command in English because English matter and also, I would like to say lookout for scholarship it will help you a lot, and can free you from tuition’s fee burden.

Having said that I personally think it is better to remain committed to one field. Later, when you will be looking for jobs, that might be concerned as recruiters like people who specialize. Hi,
You can appear for CSIR NET Exam. While entering the details in application form you can mark "result awaited". But at the time of final procedure you should not have any backlogs.
So, you have to try to clear all the backlogs before the exam.
The minimum percentage required to take the exam is 55 (For the general category). So you should remember that if you have cleared all your backlogs but your percentage is below 55 then you will not be able to take your exams too.

Yes, after clearing IIT JAM exam, you can pursue M.Sc from IIT. You should start your preparations, but you will be eligible in B.Sc final year to apply for IIT jam.
