You can appear for CSIR NET Exam. While entering the details in application form you can mark "result awaited". But at the time of final procedure you should not have any backlogs.
So, you have to try to clear all the backlogs before the exam.
The minimum percentage required to take the exam is 55 (For the general category). So you should remember that if you have cleared all your backlogs but your percentage is below 55 then you will not be able to take your exams too.

Yes, after clearing IIT JAM exam, you can pursue M.Sc from IIT. You should start your preparations, but you will be eligible in B.Sc final year to apply for IIT jam.

The duration of M.Sc Programme is usually two years in Indian universities and colleges, which can change to 3 years depending upon which specialization you choose. If I assume, you will do your M.Sc in Microbiology itself, I am glad to tell you that M.Sc Microbiology is a two years regular degree programme and divided in to 4 semesters. All the best.

You have to clear your 3rd-semester first. Unless you complete your graduation, you are not eligible for a PG programme.

You can do it, but it requires experience and hands on work. Refer the organisation in which you want to study with. All the best.
