You have a pretty decent GRE and TOEFL score. But your Bachelor's aggregate is bit low. The information which you have provided is insufficient to shortlist the universities. Please provide the information regarding the backlogs, paper publications, internships etc

No, GRE is not required for MS in UK or Australia only IELTS is required, if you are looking at post study work and PR then Australia is a better choice, however enroll for a 2 year course as only then you will be eligible for PR. Cost wise UK is lesser as it is only a 1 year course but no PSW or PR.

You must hold a Bachelors degree with exceptional academic grades. More than 75% is recommended. You must take your IELTS. At least 6.5 is recommended. Different universities have different requirements. If the program of instruction is German then you must know the German language. For job prospects through a foreign language is essential. Check university websites and also the DAAD website.

What is your education background? You must mention the stream as there are hundreds of options to choose from. Also, you must keep you interests and future plans in mind so everything will be counted and not only the scope.

There is no such difference between MS and M.Tech, most of the Indian universities provide M.Tech degree while foreign universities provide MS degree, so forget about MS and M.Tech, try to choose a good institute in India or abroad.

You can pursue your studies there. It is going to be competitive with a score of 298 yet apply. Sometimes a good SOP works. Do take the TOEFL test too.

Try to get good job, which is possible. If you're planning for further studies then MS would do good to you as you have already done M.Tech. Doing MS will make you technically more sound. You can also try for P.hd. program if you find yourself comfortable for it. So you should first decide that whether you want to get a job or go for further studies. Always remember getting more degrees is always good.

Admissions will be challenging with 62%. However, a very strong profile which may comprise of a solid internship, projects, research work, publications, etc. Very good LORs and a unique SOP is also a must.
