Yes, you can apply but after taking the GRE. You must have a very good score as your Bachelor degree grades are not too high.

1. Harvard University.
2. Yale University.
3. UCLA, etc.

You do not require scholarship to study MS in Germany. Fee in German Universities is nominal. You can subsidize your boarding & lodging by working max 4 hours per day.

German universities are the best universities for MS in Mechanical Engineering. All the major engineering firms are in Germany. Education fee in Germany is very nominal and German government allows PG students to work 20 hours per week along with studies.
