You can apply, check options in Europe. Canada and Australia will be too competitive basis your grades. You may still get a few options in Australia. Your SOP, LORs, IELTS or TOEFL score will also be considered.
I think, you should go for MS in IT because it is very good to continue your PG from your subject only. If you want to learn new things, then go for MS in CS. But, remember that you should may face some problem in pursuing this due to change in course.

Which country do you intend to go to ? If it is the UK then they have only 1 year Masters, the US and Australia have 1, 1.5 & 2 years Masters, more so in Australia and less in the US, it mostly 2 years there. However if you intend to apply for PR in Australia then you have to do a 2-year program as anything of lesser duration will not get you points to qualify. From the job angle only any duration is ok. If it is the UK then select a Masters with internship as this will increase chances of employment.
MS in project management includes implementation of new projects, things to be implemented including estimated cost, implementation of new technologies, etc. whereas MS in petroleum engineering would give you a regular job. Therefore, if possible, prefer MS in project management.
