Well, you can't go two courses simultaneously with the same university and M.Sc with B.Ed will be too much heav, as they are considered as some ends of education in Science stream. So, I recommend you to go for either M.Sc or B.Ed. Don't go for both simultaneously.

Yes, for any course you want to pursue in PG, you need to have a UG certification from a recognized university and if you have completed BE from a recognized university then definitely your eligible for M.Sc in physics.
