First, you have to know the requirements to gain entry into a Canadian university. For M.Sc admissions, a very high academic percentile is a requisite. Secondly, most universities require a four year B.Sc degree. If you have a three year degree course you have to contact the universities first and see what measures you can take to gain entry. Actually, there is no relationship between aerospace engineering and astronomy. Presently in India, opportunities in both are limited. However, the aerospace sector is poised for tremendous growth in years to come. On the other hand, astronomy is basically research-based and job opportunities are not expected to grow. My vote would be for aerospace engineering.

There are no tier 2 or 3 universities in Germany, every university is competitive and good ones. Some private universities may accept but 6.5 is a very poor score for Germany. You can still try applying to some if your SOP, LORs, research profile etc is very strong. Otherwise check options in other countries like Netherlands, Australia, etc.

Actually, it depends on your own budget. If your budget is more than 30 lakhs then I must suggest you go abroad. But if it is not the case then India is also a good option, not so much but it will do.
