If you want to take admission in IIT or NIT, there is a cut-off, you will face problem in getting admission.
1: Top 20 percentile.
2: 75% in board exams.
But for other colleges, there is no such cut-off.
And if you take admission then don't worry, there is no placements criteria related to board exams, it will deal only with your semester results.

I would say both countries are good for Industrial Engineering and helps you build your career. Canada has an edge being geographically larger and number of industries being present there giving more scope of getting placed.
