You have got a good score.
MBBS is a primary course after which you have to do your PG as well. So every year you spend to get a government MBBS seat matters. Now you have two options, to take a repeat year or to take up MCI listed government medical university abroad.
After completing MBBS abroad you will have to appear for MCI screening exam to practice in India or do PG India. Similar exam is about to be implemented for Indian doctors. So doing MBBS abroad can be a good option.

Unfortunately, No. You cannot directly enroll in the second year, because the university rules dictate that the student registration needs to be done in the final year, only unless you have studied in the same university for the same program just someplace else. So, you have to enroll for a 3 year B.Sc program and do it from first year. No, a Diploma is not equivalent to a degree. A degree has a more detailed curriculum and carries way more credibility and value when it comes to the recruitment process. A UG Diploma is basically considered as a pre-undergraduate certificate.
