The examination has two streams. Stream A and Stream B. Stream A: For 12th standard students graduating this summer of 2018. Stream B: For all other students. Students interested in a career in aviation, across the nation are being invited to participate in this scholarship competition. Participating students will be sent a series of information emails on the following:Career opportunities as a pilotRequirements and training involved in becoming a pilotCompetition details

Commercial Pilot Training can be taken with flying clubs like Rashtriya Udan Academy, Private Flying academies or with flying schools abroad.
The training goes through 3 stages of license. While training, institutions impart training, they do not provide job placements.
Licenses have to be procured in the following order :
Student Pilot License (SPL)
Private Pilot License (PPL)
Commercial Pilot License (CPL)
After class XI/XII (with PCM), students can apply for the SPL. On passing class XII (PCM), they may enrol for the next license-PPL.
On getting the PPL, training begins for CPL.

The scholarship details are not mentioned on the official website of Indian Institute of Aeronautical Science. I would advise you to contact the institute directly for the queries.

If you want to do diploma again after completing diploma in mechanical, then you will have to start again from the first year of diploma.
If you wish to join B.Tech in aviation, then I am sorry to tell you but you will not be able to join the course of aviation after completing diploma in mechanical engineering.
You can apply for the course of B.Tech in mechanical engineering and automobile engineering.
You can not apply for the course of aviation engineering.
