If you're looking to do it from IndiGo Cadet Pilot Programme or Jet Airways Cadet Pilot Programme, then yes, it will cost up to 60-70 Lacs or even more than that. But if you consider doing it from other flying schools, it should complete within 30 Lacs.

Aiming to fly as a cabin crew is wonderful.
But my friend, this job requires the employees to be medically fit and alert so that they can assist the passengers in times of emergency. You leg problem shall not allow you to get hired as a cabin crew. If you can get it resolved by some operation or medicine, then you can apply for cabin crew.
But don't lose heart, you can still pursue a career in aviation by applying for ground duties. They are equally paying and glamorous jobs as of a cabin crew. The only thing that they lack is travel.

Orient Flying School is one of those which I'm aware in South India. For becoming a commercial pilot, there is a specific eligibility criteria, which you should first be aware of. Pilot training is conducted by flying schools and not by colleges. It is a professional training where you GET a license after completing the training and that will be issued by DGCA. It is not a degree course. Your educational qualification will continue to remain the same as it was before starting the training for CPL. The only difference it will make is that it will add to your professional training. And it will make you job ready. Some good flying schools in India in terms of training are as under :
1. IGRUA, Raebarelie Fursatganj
2. NFTI, Gondia
3. Chimes Aviation, Sagar
4. MPFC, Bhopal
5. BFC, Mumbai
6. Carver Aviation, Baramati
7.
