Even with the OBC criteria, 65% is quite less, you will have to wait for atleast 2ndoff to be able to score a good DU college.

You can opt for 5-year BLS LLB or BA LLB as it would be a better option. You can pursue BA in political science.

You have pretty good marks in class 11th. I wonder why you want to change the stream.
Unless you have strong interest in political Science, I would recommend you to continue with commerce field.
As for the calculation of best four subjects:
For BA
1. One language, which can be core subject, or elective, or functional
2. The subject that you're applying for. If you don't choose that subject as part of your best of four, you might be at a disadvantage of about 2%
3. Two other subjects from List A (List A includes disciples that are offered by the varsity for admission to its undergraduate programs.)

You can get admission in other good colleges and as well in Hindu College. Maybe not in the 1st cut-off, but you can get admission in 3rd or 4th cut-off. You can admission in some other good colleges of DU which suits you and your heart in 1st or 2nd cut-off, and afterwards, if the cut-off of Hindu College comes down, you can take admission in it, but for that, you will have to keep watching the cut-offs carefully. It is difficult to suggest if it is good or bad since it will depend on your own priorities and needs. Hindu College is considered the best college for pursuing political science. The faculty and study environment are very good. Moreover, Hindu College has its own parliament, which helps in overall development of the student. The students of political science participate very actively in the parliamentary activities.
After Hindu, comes Lady Shri Ram College for Women. LSR is also a very good college and has a decent faculty.
Other good colleges are:
1.) Ramjas College
2.) Kirorimal College
3.) Miranda House

Dear,
Through both the programmes, you can prepare for civil services exam but as a professional degree, I would prefer Economics (Honors) Programme because if you not able to crack the exam. Then, you can start your job or further education for growth, knowledge and opportunities.
All the best.
