Yes, you can take admission in BA LLB(H) prog without appearing for CET but you will have to fulfil the admission criteria of that particular university that you are applying to.
For targeting NLUs you must appear for CLAT 2021 and for best Universities in India which are offering law programes you may consider the following colleges-
