The admissions will be based on the merit secured by the students. Passing the JEE main entrance examination is required for admission to UG courses.
Based on the 2021 cut-off as available on the Shiksha website, the JEE cutoff for SPA Vijayawada College has been around 575. There are very few seats available for this course, making competition high. Therefore, there is a very less possibility that you will get admission to this college with a rank of around 4583. This year's cut-off has not been declared yet. That's why I can not provide proper information.
