So, you see there are plenty of colleges that offer dummy degrees but this condition of giving all exams in last year is probably not possible because Universities make exams in a certain pattern and process. So in this situation, what you can do is you can go for OPEN UNIVERSITY, Universities that provide degree only with you being present at time of exam and no mandatory attendance. This will be beneficial for you if you are taking optional subject from your B.Com in UPSC as you'll be preparing for both at same time.
