There are banks and financial institution, which provide education loan up to INR. 20 Lacs without collateral for example SBI, Andhra bank and Credila. But, they might require a co-borrower who has a constant salary inflow to secure the loan. Further, this facility might be available for only selected colleges and due weight-age is given to your academic Performance. So, you should contact these banks and study and compare their terms and condition well before availing a loan from them.
