You can do B.Ed from IGNOU. The eligibility criteria to apply for IGNOU B.Ed Admission is mentioned below:
At least 50% percent marks either in the Bachelor's degree and/or in the Master's degree in Sciences/Social Sciences/Commerce/Humanity. Bachelors in Engineering or Technology with specialisation in Science and Mathematics with 55% marks or any other qualification equivalent thereto and trained in-service teachers in elementary education.

Year of your +2 passing does not matter to get admission in B.Sc+B.Ed. For B.Sc, you are eligible. For B.Ed, you have to write an entrance exam.
