I'm sorry, but IIT Kanpur does not offer a B.Ed. Programme. While IIT Kanpur offers various undergraduate, postgraduate and research programs, it does not offer any programme in education. You may want to check with other universities or colleges in the area that offer B.Ed. Programs.

The fees structure for B.Ed is between 25000 to 150000
The course admission fee for B. Ed in National Teacher's Training college, Patna is 25000. The total fee for first year is 1,25,00 and for second year is 1,25,000.
So with regard to your query, the college fees for the government teacher training colleges will range from INR 5,000 to INR 2 lakhs per annum.
