Go for B.tech as you can get Private jobs too if you wish to in Future.
And for Govt Jobs there are now a days many competitive exams so for that you won't need to think so much just a Graduation Degree will be enough.

Check at Symbiosis Institute of Design as you may find something of your choice. If interested abroad, NAFA Singapore has a diploma course that can be pursued as bachelor's from UK later.

Bsc in Biotechnology, Micro biology, Biochemistry,Bioinformatics, Genetics, Radiology, Optometry,Pathology etc

Students with a degree in B.Sc. Statistics are eligible to apply for various jobs in Banking, IT, Quality control etc. They can even take up Actuarial Science as a specialization and join in various financial and share trading companies.

Don't worry about what happened and ask her to try to clear the subjects. maths and physics are the only two subjects she is facing difficulty to pass. There is a simple solution to get rid out of this problem i.e; ask her to prepare a schedule for studying maths and physics in a way that she has to complete the total topics with in three days. It is enough if she read all the concepts, it is not necessary to study in depth because she need to pass not need of knowing everything related to that because she is going to CSE domain not maths and physics domain. So it is better to study physics concepts and ask her to relate those concepts
