Hello Purav,
i think you can't do both degree on regular basis but you can do one degree regular and the other one with distance education if University approve this, reasone being some University does not approve two degree at the same time.

b.sc it is better option bcoz if u wanna do job in company it has various opportunity and in b.sc cs there will be basic knowledge of cs rather than b.sc it
