In general, computer science degrees tend to focus on the mathematical and theoretical foundations of computing rather than emphasizing specific technologies.
And yes, you can pursue this course, if you had computer science in your 11th and 12th grade.

Yes, why not. Being any kind of graduate from any ugc recognised indian university u can compete state civil service and upsc civil service. Additionally, u will get an advantage because aspirant has to choose a compulsary optional subject along with other compulsary subject. That u can easily choose botany as botany is enlisted in upsc syllabus. Keep in mind the level of optional subject is grad and postgrad level. So choose the subject if and only if u r very much confident in it.
