Certainly not one of the best keeping in mind that they have imposed quite strict rules for Indian students. Though you will get a good quality education job prospects are bad and visa chances are low. Go through some recent news articles on this matter for better idea. Check other countries like France, Ireland etc. ,which are more friendly.

Most reputed colleges ask for minimum of 50% and above for admission in UG courses. You need to decide on the college and check for their eligibility before applying.

Yes, you are eligible, if he has done BCA from a recognized college/University by AIU. Further, BCA is an undergraduate degree, hence you are eligible if meeting the other criteria.
