Full scholarship is very difficult to get, especially for international students. Scholarships are also provided by the universities itself and on merit. You must be an exceptionally bright student to get a scholarship in general. You can check these information on university websites, write to them, if they can consider giving financial aid based on family income. Many factors will come in. You may also check with Fulbright Scholarships to study in USA and British Council or Commonwealth scholarships for UK. Place an enquiry with them.

It doesn't matter from which college you are, and it is not a barrier. The important thing is your knowledge skill and personality, which you will have to clear. It is UPSC- (IAS). Good luck.
