The requirement for an hons. Background will depend on the college and the course you are taking up for M.Sc. There is no general rule for the requirement of hons. For further study. Although you may check the same for colleges you want to apply for.

GATE scores are accepted however not mandatory and for MS programs not Bachelor's degree. To study Bachelor's you must clear IIT-JEE adv because German universities require 13 year education not 12.

Different programs have different prerequisites in foreign universities. You need to check with the college /University where you wish to study and know about all the admission requirements and specific requirements if any. Check if you qualify and apply for the same. you may get admission in Punjab University. But for that yiu have to qualify there entrance exam . You can try. Good luck.
