Your question is not clear as you have not mentioned which secretary position you are talking about. If you are talking about Secretariat job in government, then you will need to appear in SSC / state competitive examinations.

Hi,
Yes, Diploma and Bachlor's degree are different. There is no such terminology as Bachelor's Diploma. A Diploma is a certificate while a Bachelor's degree is a title awarded to a student after he or she completes a college study.

Part time B.Tech means AMIE.
But it's quiet difficult.
Never bother it's difficulty and keep rocking!
Coming about institutes offering AMIE, it depends upon your region.
