Yes, to write any exams related to UPSC the basic qualification should be a Bachelor's degree. You can apply after the course completion and if your lucky one you would definitely get through the exams to be one IPS officer. All the best.

You can go through the COMEDK exam but for being a general candidate you need to submit your local or Indian address proof if you have.
For any else query you can go through helpline of COMEDK provided on it's website (www.comedk.org).
