No, pursuing a BFA at Central University of Himachal Pradesh is not expensive as compared to other universities. The yearly fees for the BFA programme is only 4,000 INR.

The BFA programme at CUHP is offered in two specializations - Painting and Sculpture, both of which are 4-year programs.
