Chances are less, because you have a bit low score in your class 12th, and even in your graduation. Now, it depends upon your competitive exams, if you manage to get good score. Definitely, you can get admission for PGDM course.

No, there is no change in the number of seats. The seats are same as it was previously.
If you heard somewhere about the reduction in number of seats of PGDM, it is not true.

Although, M & E is a relatively new course, some companies are coming specifically for this course too. The average package being in the area of Rs.7-8.5 LPA. Roles are varied and information of the same can be found in Information Brochure for PGDM.

I think, if you have deep interest in MBA operations, then you should go for regular MBA from any top college. The Best ones being NITIE, IIT Bombay, SIOM and even Welingkar MS/PGDM. I can't comment about the distance programme though. If you have queries, you can have a counselling session at Welingkar's. We have dedicated personnel for that too.

You are having a very good score in your studies, mostly IIMs consider 5-10% weightage from your 10th, 12th and graduation score. So do well for CAT score for top IIMs it's above 95 percentile so do hard work and do your best.
All the best!
